NUI Regional Ranking: The city of Leverkusen remains at the top

    Leverkusen once again had the highest number of businesses registered last year, according to the NUI regional ranking by IfM Bonn. The district of Munich and the independent city of Offenbach followed in second and third place.

    The city of Leverkusen has recorded again the highest number of (new) business registrations nationwide in 2024. The district of Munich, the independent city of Offenbach am Main, and the district of Miesbach follow in the further places. This is the result of the current NUI (New Entrepreneurial Initiative) regional ranking. The NUI indicator measures how many businesses per 10,000 working-age inhabitants are newly registered in a region within one year. Therefore, both the development of business registrations and the working-age population influence the NUI value. New entrepreneurial initiatives in a region include not only start-ups but also business foundations, takeovers, relocations of commercial enterprises, and the start of commercial secondary activities. The NUI indicator for 2024 was 136.0 on average for all 400 districts and urban districts, and thus above the pre-pandemic level (2019: 124,7).

    Compared to the pre-COVID year 2019, the most significant jumps into the TOP 20 were made by Koblenz (from rank 98 to 18), Cologne (from rank 76 to 19), and the district of Dahme-Spreewald (from rank 68 to 13). Also new in the TOP 20 are the district of Garmisch-Partenkirchen and the independent cities of Düsseldorf and Kempten. In contrast, the districts of Hochtaunus, Bad Tölz-Wolfratshausen, Marburg-Biedenkopf, Ebersberg, and Görlitz as well as the independent city of Wiesbaden are no longer part of the TOP 20 group.
    A total of eight districts and independent cities in Bavaria (mainly around Munich), two districts and one city in Hesse (Greater Frankfurt area), three cities in North Rhine-Westphalia (Rhineland), two districts in Brandenburg (Dahme-Spreewald and Teltow-Fläming), and one city each in Baden-Württemberg (Baden-Baden), Rhineland-Palatinate (Koblenz), and Berlin (capital), as well as one district in Schleswig-Holstein (Nordfriesland) are among the top twenty.

    Although the number of new entrepreneurial initiatives last year – measured by the average NUI scores of the respective districts – exceeded pre-pandemic levels in all federal states, the strongest increase was recorded in Mecklenburg-Western Pomerania, Lower Saxony and Rhineland-Palatinate. Nevertheless, the city states of Berlin and Hamburg continue to show the highest NUI scores.

    The NUI indicator can be different considerably within a federal state: While eight districts in Bavaria are among the top NUI performers, other districts in the same state rank in the lower half of the nationwide table.
