The joint funding of the IOER in Dresden by the federal and state governments is to be continued in the coming years. This is the recommendation of the Senate of the Leibniz Association based on the current evaluation of the institute by external experts. The Leibniz Senate published its statement on this matter after its meeting in Berlin on 3 December. The funding requirements can be reviewed again after the standard seven-year cycle.
In its statement, the Leibniz Senate acknowledges that since the last evaluation in 2018, the IOER has undergone “positive structural and strategic development” under the leadership of its new director, Marc Wolfram. Focusing on the major challenges of spatial transformation processes, the institute has developed a coherent new mission statement (Leitbild) and Research Programme and has undergone a very convincing restructuring.
The research areas were reorganized and the development of temporary research groups established to delve deeper into selected issues. The Interdisciplinary Centre for Transformative Urban Regeneration (IZS), which the IOER jointly operates with the International Institute (IHI) of Dresden University of Technology in Görlitz, was also effectively integrated. In addition, important overarching tasks have been brought together in two cross-cutting units – the IOER Research Data Centre (IOER RDC) and the Knowledge Integration Hub. In the case of the IOER RDC, a small strategic special provision (Sondertatbestand) was successfully acquired.
According to the programmatic orientation of the IOER and its predominantly application-oriented basic research, the Senate emphasizes the political, planning, and practical significance of the research, in addition to the quality of the scientific contributions: “The work carried out by the IOER is highly relevant to spatial planning practice. The ‘IOER RDC’ provides external users with data that is highly relevant to spatial sciences. The institute is very successful in transferring its findings into practice and is a sought-after partner for public administration bodies, federal authorities and departmental research institutions.”
At the same time, the Senate of the Leibniz Association also highlights the very successful work of the IOER in career development, and in particular the “excellent scientific support and social accompaniment” of doctoral candidates, among other things, within the framework of the Dresden Leibniz Graduate School (DLGS). This structured doctoral programme in Spatial Sustainability Sciences is jointly run by the IOER in collaboration with TUD – Dresden University of Technology.
“We are extremely pleased with the positive assessment of the profound changes we have implemented since 2019 and the strong support for the strategic direction of our research and transfer work,” says Prof. Dr. Marc Wolfram, Director of the IOER. “That these changes, which we developed and implemented with the involvement of all employees, have received this recognition is a great incentive for us. We are very happy to take this motivation into the already ongoing planning for the coming years,” adds Marc Wolfram.

Leibniz institutions are evaluated by the Leibniz Senate every seven years at the latest. The evaluation focuses on an independent assessment of how the institution has developed in the intervening years, in terms of content and structure, as well as on the persuasiveness of its plans for the future. In particular, the members of the review board evaluate the quality of work carried out in science and research, consultancy and services as well as in other specific fields of activity. They also examine to what extent the Leibniz institution has produced a convincing strategy for combining and developing the individual strands.
