CircUse – Training course to reduce land consumption | Circular Flow Land Use Management (CircUse) pilot training course for municipal and regional stakeholders - Difu has published results and a guideline |

Berlin. In many european cities and regions, urban sprawl, unsustainable land use patterns as well as negative effects of the demographic change and the structural transformation of the economy cause current and future problems. However, the CircUse approach of a sustainable landuse with the principle “avoid - recycle - compensate” is a possible solution to reduce land consumption, but is not yet implemented in many Central Europe regions. The development of sound instruments is important to foster the implementation of CircUse to achieve the overall aim of reducing land and soil consumption.
Against the backdrop of this situation Difu has developed a training course concept und material for a pilot training course. The aim of the training course is to implement the idea of circular flow land use management in different EU member states. To verify the course concept and prepared materials, a pilot training course named „Future land use in the region of Voitsberg“ was held in Baernbach (Austria). At the pilot training course, municipal and regional stakeholders were participating, e.g. municipal au-thorities, the chamber of agriculture, land owners, regional planners, regional developers and consultants.
The workshop has started with an introduction of relevant problems in the region like land consumption and demographic change. It was round up by an illustration of the CircUse approach. In the second phase the development of scenarios was discussed. The third phase of the training course was dominated by the identification of instruments and the development of action plans with focus on the regional implementation of the CircUse principles. The pilot training course consisted of the following six main modules:
1. Land use impact: problems analysis and interactions
2. Circular Flow Land Use Management: principle, aims and strategy
3. Pilot municipality: land potentials and development scenarios
4. Stakeholders of Circular Flow Land Use Management
5. Instruments of a regional Circular Flow Land Use Management
6. Action plans for a regional Circular Flow Land Use Management
In order to realise a broad learning effect most modules were combined in two units. The modules started with a presentation and have ended in concentrated work in small working groups. In these working groups solutions were elaborated e.g. the development of instruments and action plans. In the follow-up Difu has prepared two documents which are published now:
• Results of the pilot training course and
• Guideline for preparation of a CircUse training course in partner countries
These documents can be applied to realise a CircUse training course in the partner countries (see below the links under further information).
