On 21 to 23 June 2002 policymakers and academics from Belgium, Canada, France, Germany, Great Britain, Italy, Norway, Russia and the Czech Republic met in Bonn for the workshop Arms Control, Procurement and Transfers in Europe: Aspects of Accountability, Transparency and Legitimacy. The workshop was organized by the Bonn International Center for Conversion (BICC) and the Université libre de Bruxelles (ULB) - Institut d'études européennes (IEE).
Alongside many representatives from ULB-IEE and BICC, among whom are Dr. Eric Remacle, Professor for the Pôle Bernheim d'Etudes sur la Paix et la Citoyenneté from ULB, and from BICC, Peter Croll, Director and Dr. Michael Brzoska, Research Director, other participants included, Günther Sprögel, Federal Ministry for Economics and Technology (BMWI), Dr. Pat Chilton, University of East Anglia, Miroslav Tuma, Institute of International Relations, Prague, Dr. Owen Greene, University of Bradford, as well as representatives from the Norwegian Institute of International Affairs (NUPI) and the International Security Information Service, Europe (ISIS Europe).
The workshop, the third one in the context of the Bridging the Accountability Gap in European Security and Defense Policy project, successfully furthered research on the defense pole of the ESDP and stimulated enriching discussions among internationally acclaimed researchers. The discussion addressed, among others, the role of national systems for transparency and accountability in armaments policy; the influence of non-governmental actors (defense firms and NGOs) in the development of policy; the influence of non-EU states (especially the USA and Russia); lessons the EU can learn from the United Nations; and whether a credible armaments policy is emerging in Europe.
BICC participates in the Bridging the Accountability Gap in European Security and Defense Policy project, which is financed by the European Commission, along with nine other European research institutes and universities under the leadership of the University of East Anglia. The project engages practitioners and young researchers from the EU and Associated States, building on existing expertise and networks, to study and make recommendations on new forms of democratic accountability for the emerging defense and security capability of the European Union. It is a cross-disciplinary study that will bring together political scientists with those concerned with European integration and civil-military relations.
