Am Rande einer Tagung der Deutschen Gesellschaft für Technische Zusammenarbeit (GTZ) GmbH in Haikou (Hainan) wurde Prof. Prof. h.c. Dr.-Ing. Michael H. Wagner (Fachbereich Verkehrs- und Transportwesen der FH Erfurt) in wichtige Führungspositionen der GTZ berufen. Zum 1. März wurde er zum Leiter des Geschäftsbereichs "Education, Qualification and Employment" und zum stellvertretenden Leiter des Geschäftsbereichs "Economic and Structural Reform" berufen. Damit gehört er gleichzeitig zum Führungskreis der GTZ China.
Seit Anfang 2001 ist Prof. Wagner an der FH Erfurt beurlaubt, um im Auftrag der Bundesregierung und unter Anstellung bei der GTZ in Shanghai / China und Singapore größere Projekte der Technischen Zusammenarbeit zu leiten. Sein Dienstsitz ist in der Megametropole Shanghai an der namhaften Tongji Universität (u.a. Ehrendoktorwürde für Bundeskanzler Schröder anlässlich seines Besuches im Dezember 2002). Die GTZ ist mit Projekten weltweit in 136 Ländern und auf allen Kontinenten tätig. Ihr Sitz ist Eschborn bei Frankfurt / Main. Insgesamt sind für das Unternehmen ca. 10.000 Fach- und Führungskräfte tätig, davon im Ausland etwa 8.500 Mitarbeiter. Allein in China ist die GTZ GmbH mit 64 Projekten in den Geschäftsbereichen "Education, Qualification and Employment", "Economic and Structural Reform", "Natural Resources Protection and Poverty Alleviation" und "Environmental Protection and Energy Management" engagiert.
