The Senate of the Leibniz Association recommends the continuation of funding for the Leibniz Institute of Agricultural Development in Transition Economies (IAMO) as a research institute of national scientific interest and supraregional importance.
The Leibniz Senate announced the results of the evaluation of the Leibniz Institute of Agricultural Development in Transition Economies (IAMO) on 13 July. The Senate recommends the continued joint funding by the Federation and the Federal State of Saxony-Anhalt over the next seven years. It has certified IAMO as successful in fulfilling its mandate to academically monitor the transition process of agriculture and to study its economic and social impacts. In particular, it stresses the "remarkable and important thematic and methodological range" of the research done at IAMO, which is also "highly acknowledged in the target countries".
"This is a wonderful recognition and appreciation of the work of the employees at our institute," declared Prof. Dr. Thomas Glauben, Director of IAMO, after the statement of the Leibniz Senate was announced. "We are very pleased and feel encouraged to use our specialized and region-specific expertise extensively and build upon our high international visibility, including in the politics and economics of our study areas." The institute, founded in 1994 in Halle (Saale), Germany, dedicates itself to analyses of economic, social and political processes of change in the agricultural and food sector as well as in rural areas. The geographic focus covers the enlarging EU, transition regions of Central, Eastern and South Eastern Europe, as well as Central and Eastern Asia.
Researchers in IAMO are for example working within the projects GERUKA and MATRACC on the development of food markets and trade relations in the context of global crises in the Russian Federation, the Caucasus and Central Asia. Within the AGRIWANET project they are analyzing the complex relationships between water availability and agricultural land use in Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan and Uzbekistan. And in the project KULUNDA they are developing ecological and economic strategies for sustainable land use in the Russian steppes. In addition, a number of projects are being realized within the framework of IAMO’s China International Research Group. Here IAMO is cooperating with internationally renowned partners such as the Center for Chinese Agricultural Policy (China) or the Stanford University (USA). The focus of the analyses is on the dynamics of agrarian developments, as well as socio-economic and ecological processes in China’s rural regions. Overall, global food security, sustainable and resource-conserving agriculture, and living conditions in rural areas are important aspects of the research conducted at IAMO. The results are published in internationally renowned scientific journals. In addition to this, selected results and recommendations are published in a comprehensible and concisely summarized manner in the publication series IAMO Policy Briefs. Next to internationally oriented research, the core tasks of IAMO are the further education of national and international researchers and the promotion of scientific exchange.
Background
An international and independent evaluation committee spent two days evaluating IAMO in November 2015. The results were recorded in an evaluation report, on which IAMO was given the opportunity to comment. Based on the evaluation report the Leibniz Senate agreed on a scientific policy statement which contains a funding recommendation. Leibniz institutes are evaluated by the Leibniz Senate every seven years at the latest. The evaluation focuses on an independent assessment of how the institute has developed in the intervening years in terms of content and structure, as well as on the strength of its plans for the future. All committees involved in the evaluation, including the Leibniz Senate, have members who are not active in Leibniz institutes.
