Dr. Karl-Eugen Huthmacher, former State Secretary at the Federal Ministry of Education and Research, is the new Chairman of the Supervisory Board of the CISPA Helmholtz Center for Information Security. Born in Saarbrücken, Dr. Huthmacher was elected to the position at the Supervisory Board meeting on November 17, 2025. As Chairman of the eight-member board, he will play an important role in accompanying the ongoing development of the research center. Huthmacher, who holds a doctorate in administrative law, previously was a full member of the supervisory board.
Latterly, Huthmacher was State Secretary at the Federal Ministry of Education and Research, where he had previously headed the department “Future Provision – Research for Fundamentals and Sustainability” for several years. From 2010 to 2019, he was also chairman of several supervisory boards and curatorial boards of the Helmholtz Association. In his earlier career, Huthmacher headed various areas at the Federal Ministry for the Environment, including Radiation Protection, Ecological Remediation, and Development in the New Federal States, as well as Cooperation with States and Municipalities.
Formerly, Huthmacher was spokesperson for the Federal Ministry for the Environment and advisor to the Federal Council as well as the Federal Chancellery. In 1984, he received his doctorate in law from Saarland University with a thesis on European law. From 1980 to 1982, Huthmacher was also managing director of the Europa-Institut at Saarland University. He studied law and administrative sciences in Mainz, Saarbrücken, and Speyer. He is a volunteer member of the Board of Directors of Germanwatch e.V.
