Mehr als die Hälfte der deutschen Landkreise und kreisfreien Städte wird nach der aktuellen Bevölkerungsprognose des Bundesamtes für Bauwesen und Raumordnung schrumpfen und bis zum Jahr 2025 deutlich an Bevölkerung verlieren. Nicht nur in den ostdeutschen Regionen werden weniger Einwohner leben, sondern auch an den klassischen Industriestandorten wie dem Saarland oder dem Ruhrgebiet. Das Wegbrechen von ganzen Branchen und fehlende Perspektiven auf dem regionalen Arbeitsmarkt fördern dabei die Abwanderungsbereitschaft der Bevölkerung. Zu den Boomregionen mit einem Bevölkerungsgewinn von mehr als zehn Prozent werden nur wenige Kreise gehören: Sie liegen vor allem im Umland von Berlin und München.
