Die Entwicklungspolitik ist an einer Scheidelinie angelangt: Einerseits sind vor allem viele afrikanische Länder in ihrer Entwicklung nicht entscheidend vorangekommen, teilweise lösen sich staatliche Strukturen sogar auf. Andererseits sind wichtige asiatische Länder wie China, Indien oder Malysia keine bedürftigen Entwicklungsländer mehr. Diese positive Entwicklung ist sehr stark mit der Rückwanderung von Migranten aus Europa und den USA und der Bildung sozialer Netzwerke verbunden. Bei einer Tagung, die von der Arbeitsstelle Migrationsforschung des Instituts für Politikwissenschaft der Westfälischen Wilhelms-Universität Münster am 16. Juli 2004 in Münster veranstaltet wird, diskutieren Fachleute aus dem In- und Ausland, inwiefern Migration die Entwicklung tatsächlich positiv beeinflussen kann und welche Schlüsse daraus gezogen werden können.
