Towards a European Research Area: Call for papers

    Research Conference at the Research Institute for Public Administration Speyer October 19th - 21st , 2005

    The Research Institute for Public Administration devotes its Annual Conference in 2005 to the development of the European Research Area. This year's topic expands the research profile of the institute to the Issue of Science Policy after having dealt with Multilevel Democratic Governance in Europe in 2003 and the development of a European Administration Area in 2002.

    The aim of the conference, sessions and subthemes, time schedule
    The overall aim of this conference is to advance the understanding and analysis of the politics and processes of European integration, with the future of the European Research Area and the chances and challenges it offers to the European Research Community center stage. The conference will address a European audience, both academics and practitioners in the area of science policy and science and technology studies. Conference language will be English. There will be three sessions of half-a-day each. It will start with an opening speech and reception on the evening of 19th of October 2005.

    Opening speech and reception: 19th of October 2005: 6 p.m.
    Invited speaker: Prof. Dr. Frieder Meyer-Krahmer, Secretary of State, Ministry of Science and Technology, Germany (confirmed).

    Session I: 20th of October 2005, 9-12 a.m.
    From the European Science Foundation towards a European Research Council?
    Invited speaker: Dr. Neil Williams, Head of Physical and Engineering Science Unit, ESF (confirmed)
    Potential issues for this session might include
    - the demarcation of competencies between the national and the EU level,
    - the sources and quantity of the EU budget,
    - the question of how the representation of the research communities from the member states within the new European Research Council will deal with different national cultures of state vs. self-organization of science.

    Session II: 20th of October 2005, 2-6 p.m.
    From national research cultures to internationalization - network building and coordination of national programmes. Invited speaker: Prof. Dr. Jerzy Langer, Secretary of State, Ministry of Science and Technology, Poland (confirmed)
    Potential issues for this session might deal with
    - the problems and barriers to international collaboration and mobility and the chances for overcoming them
    - analysis of the new instrument networks of excellence,
    - analysis of mobility programmes,
    - better co-ordination between the national funding programmes and schemes to spur collaboration between researchers across Europe.

    Session III: 21st of October 2005, 9a.m. to 1 p.m.
    On the road to Framework Programme 7
    Invited speaker: Dr. Leonidas Karapiperis, European Commission, DG Research Directorate B "Structuring the European Research Area" (confirmed)
    Issues that might be dealt with include
    - consequences that follow from the Marimon Report and the experiences with FP 6,
    - definition of priority areas for FP 7
    - policy processes that lead to priority setting and funding decisions,
    - the issue of the representation of the various European research communities in the boards and committees that are involved in politics and policies around the making of the FP 7,
    - analysis of the transparency of the process of policy making and policy implementation and its implications for the design of legitimate processes and institutions.

    How to participate? Deadlines, review process, travelling reimbursements
    Authors are invited to submit an abstract of their paper (1-2 pages, approximately 3000-4000 signs) until July, 15, 2005 (deadline). Please, see the form for submitting a paper on the webpage. Proposals will be reviewed by an interdisciplinary review committee including Dorothea Jansen, Stefan Kuhlmann and Hans-Heinrich Trute. Acceptance of papers will be notified by August 15, 2005. The acceptance of a paper includes the reimbursement of travel expenses by the Research Institute for Public Administration.

    Conference participants are asked to register for the conference by filling in the registration form on the webpage (deadline 1st of October, 2005). Accommodation is available at the guest house of the German University of Administrative Sciences Speyer. It can be booked together with the conference registration. Hotel reservations will have to be made directly with the hotel. A list of hotels and a map can be ordered with the registration.
