Pilot project for the cross-border strategic environmental assessment

    The strategic environmental assessment (SEA) for the regional planning - particularly the transnational assessment and the cross-border practice - was topic of the end conference of a project of the Leibniz Institute of Ecological and Regional Development (IOER) in Dresden. The meeting was organized together with the Regional Planning Association Oberlausitz-Niederschlesien and the Brandenburg University of Technology Cottbus, Faculty 4.

    The European guideline about the strategic environmental assessment (2001/42/EC) regulates for the first time, that for certain plans and programmes (for e.g. traffic or land use plans) also significant effects on the environment in another neighbouring Member State of the EU must be checked. Germany is concerned quite particularly by such cross-border environmental consequences with its altogether nine neighbouring states. Scientists of the IOER, the Regional Planning Association Oberlausitz-Niederschlesien and the Brandenburg University of Technology Cottbus, Chair of environmental planning have therefore dealt with the development of a transnational assessment and practice concept for Saxony, Poland and Czech Republic in a research project for two years. At the example of the easternmost planning region of Saxony, Oberlausitz-Niederschlesien, assessment methods and participation procedures were developed and tested for the transnational SEA. This region was suitable for the project quite particularly since it adjoins two Polish regions (Voivodships) as well as two Czech regions (Krajs) which must be involved in the context of the SEA for the Saxon project region.

    The project which is co-financed by European funds has pilot character. The interest in the meeting at which the project results were introduced was also correspondingly high with participants from Germany, Czechia and Poland. Representatives of the Federal Environment Agency, the Saxon State Ministry of the Interior as well as IOER scientists expressed the hope that on basis of the results and the contacts established in the project the further implementation of the cross-border SEA may be successful between Saxony, Poland and Czechia and that the SEA will guarantee a high environmental protection level in the regional planning in future.

    The final report for the project "Strategic environmental assessment for regional planning - development of a transnational assessment and practice concept for Saxony, Poland and Czech Republic" is available at the IOER at the beginning of November.
