German researcher chairs international PISA Expert Group

    Dr. Nina Jude from the German Institute for International Educational Research (Deutsches Institut für Internationale Pädagogische Forschung – DIPF) is the new chair of the international Questionnaire Expert Group of the “Programme for International Student Assessment” (PISA) 2021. The Expert Group serves as an advisory board for the development of instruments, which PISA uses for a worldwide assessment of students’ learning conditions. In March the Group has met for the first time at DIPF in Frankfurt am Main, and begun its work.

    The PISA study assesses and compares competencies of 15-year old students in reading, mathematics and natural sciences across more than 70 states. Moreover, the study investigates the contexts underlying the students’ acquisition of competencies. For instance, the contextual learning conditions comprise social backgrounds of the test-takers or teachers’ qualifications. All of these parameters are assessed in questionnaire-based formats, targeting students, teachers, parents and school principals. Questionnaires for PISA 2021 will be developed by the non-profit US-American Educational Testing Service (ETS) – commissioned by the Organisation for Economic Co-operation and Development (OECD). The Questionnaire Expert Group (QEG) advises ETS regarding the development of the test instruments, in terms of conceptual design, method and assessment of test instruments, and thematic focus. For example, PISA 2021 targets diversity in the classroom.

    “Knowledge about learning contexts enables us to better explain how educational outcomes emerge, while it also contributes to the improvement of instructional quality and the quality of schools”, Dr. Nina Jude explains. Following a suggestion by ETS, Jude was appointed Chair of the Expert Group by the OECD, and chaired now her first meeting. The QEG comprises members from Australia, Brazil, Germany, Great Britain, Hong Kong, India and the USA. At DIPF, Nina Jude has collaborated in PISA for many years, serving different central roles. In 2015 and 2018, for example, the Institute was responsible for the development of international questionnaires – under coordination of Dr. Jude. She is an educational researcher and obtained a doctorate in psychology from Goethe University Frankfurt in 2008. Her doctoral thesis focused on language competence. Jude has since been involved in research on conditions of learning.
