The district of Munich was again the most attractive place to register a (new) business in 2019, followed by the district Miesbach and the cities of Rosenheim and Leverkusen. This is the result of the current NUI (New Entrepreneurial Initiative) region ranking.
Long-time leader Offenbach am Main, which was still in second place in 2018, fell back significantly in 2019 (19th place). In contrast, the district of Offenbach was able to move up two places within the top 20 group to 6th place. New among the top rankings are the district of Teltow-Fläming and the district of Marburg-Biedenkopf. The district of Ebersberg and the district of North Friesland have returned to the top 20 group. In contrast, Düsseldorf, Zweibrücken, Schwabach and the district of Landsberg am Lech no longer belong to the top 20. And Hamburg only missed entering this top group by a whisker.
In total, eight counties and independent cities in Bavaria (mainly in the vicinity of Munich), six counties and independent cities in Hesse (greater Frankfurt a. M. and Wiesbaden), Berlin, Leverkusen (North Rhine-Westphalia), Baden-Baden (Baden-Württemberg) and one Landkreis in Schleswig-Holstein (Nordfriesland), in Saxony (Görlitz) and in Brandenburg (Teltow-Fläming) are among the twenty highest ranked regions.
Berlin and Hamburg continue to lead in the federal state ranking
In 2019, the propensity to start a business business increased slightly in most federal states – only Bremen, Berlin and Rhineland-Palatinate showed a decline. Nevertheless, the federal capital was able to maintain its top position among the federal states ahead of Hamburg, Schleswig-Holstein, Hesse and Bavaria.
Within a federal state, however, the NUI indicator can diverge strongly: For ex-ample, while eight districts in Bavaria and six in Hesse are in the top NUI group, other districts in these federal states are only in the middle or lower third of the nationwide ranking (Bavaria: 46, Hesse: 9) - which ultimately affects the overall NUI indicator value of the two federal states.
The NUI indicator shows how many new businesses were registered per 10,000 working-age inhabitants in a region in one year. Accordingly, both the development of business registrations and a change in the working-age population have an impact on the NUI value. As a new entrepreneurial initiative in a region, not only business start-ups but also takeovers and newcomers of commercial enterprises as well as the start-up of a commercial sideline activity are taken into account.
