Leverkusen was the most attractive location for registering a business last year, followed by the district of Munich and the cities of Baden-Baden, Rosenheim and Offenbach.
As part of the New Entrepreneurial Initiative (NUI) regional ranking, researchers at the IfM in Bonn annually determine how many full-time and part-time start-ups, as well as takeovers and relocations of commercial enterprises in a region, were newly registered per 10,000 inhabitants of working age.
The city of Leverkusen has replaced the Munich district at the top of the NUI regional ranking after five years. The district-free cities of Baden-Baden, Rosenheim and Offenbach am Main, as well as the district of Starnberg, follow in the further places. The IfM Bonn's annual New Entrepreneurial Initiative (NUI) ranking of regions determines how many full-time and part-time start-ups, as well as takeovers and relocations of commercial enterprises in a region per 10,000 inhabitants of working age have been newly registered. Due to technical issues, there were nationwide delays in the recording of business registrations in 2022, some of which were only captured in 2023. To mitigate the resulting distortions in the regional ranking, the NUI values for 2023 were calculated as an average of the years 2023 and 2022.
The most significant jumps into the top 20 were made by Zweibrücken (moving from 82nd to 18th place) and Aschaffenburg (moving from 51st to 9th place). Additionally, Kempten and the district of Stormarn have reentered the top 20. The capital city Berlin just missed out on a place in the top 20 cities and districts. The districts of Dachau and Rosenheim, as well as the independent city of Schwabach, are no longer in the leading group.
A total of eight districts and independent cities in Bavaria, five districts and district-free cities in Hessen, Düsseldorf and Leverkusen in North Rhine-Westphalia, the two districts of Nordfriesland and Stormarn in Schleswig-Holstein, the district-free city of Zweibrücken in Rhineland-Palatinate, Baden-Baden in Baden-Württemberg, and the district of Teltow-Fläming in Brandenburg are among the top twenty.
The NUI indicator for 2023/2022 was 131.3 on average for all 400 districts and urban districts and thus above the pre-pandemic level (2019/2018: 123.9).
