Digital sovereignty begins with administrative data

    How can cities and public administrations publish and share heterogeneous data sets efficiently, securely, and interoperably? This question is the focus of Fraunhofer FOKUS's presentation at this year's Smart City Expo World Congress from November 4 to 6 in Barcelona, Spain. In Hall 2, Booth D81 (Smart City joint booth Berlin Partner), the Berlin-based research institute will present a sovereign data management ecosystem and an associated online platform for data trading and monetization, explicitly developed for public administration within a European research project.

    Public administrations in many countries have a large amount of unused data. But they often lack the appropriate tools to turn this data into services for citizens. For example, data on a city's air quality can be used for innovative online services such as real-time air quality maps, health-related warning systems, or AI-supported traffic management to reduce emissions. However, suppose the data remains in isolated systems and is neither machine-readable nor interoperable. In that case, this not only makes it difficult for third parties to reuse but also hinders the development of these digital services.

    Solutions for data-based administrations and smart cities
    With the open-source software piveau® – a reference implementation of the DCAT-AP standard recommended by the European Commission for data catalogs in Europe – Fraunhofer FOKUS showcases a modular system that supports the creation and operation of data portals, internal data management systems, data spaces, and marketplaces. The solution was further developed in the EU-funded PISTIS project and is specifically tailored to the requirements of public administrations and public organizations. The platform covers the entire data processing chain – from collection and aggregation to publication and reuse. Its architecture adheres to established standards and enables easy integration with existing IT systems. The software is already in use on the European data portal Data.Europa.eu, the central access point to open administrative data from across Europe. piveau® has thus proven itself in practice as a powerful and scalable platform for the public sector.
    »piveau® and PISTIS can serve as the basis for trustworthy data infrastructures – especially in the public sector. They create the conditions for sovereign and secure data exchange in Europe,« explains Dr. Yury Glikman, deputy head of the Digital Public Services business unit at Fraunhofer FOKUS.
