How can research results remain permanently accessible after the end of a project and have a lasting impact in practice? The platform “EnTRA – Energy Transition for Climate Neutrality in the Baltic Sea Region,” led by HafenCity University Hamburg (HCU), is addressing these challenges.
EnTRA brings together the results of 18 EU energy transition projects so that they continue to create added value beyond the duration of individual projects and actively contribute to the implementation of the energy transition. To this end, a joint resource hub is to be set up during the approximately three-year project period, targeted policy recommendations are to be developed as part of a policy memorandum, and an institutional ambassadors program and a knowledge community are to be established.
The Resource Hub brings together the results and resources of successful EU projects and makes this knowledge easily accessible to policymakers, administrators, planners, and citizens in order to drive forward the energy transition in cities and regions. This includes, for example, planning and management tools, simulation and decision-making tools, and training materials.
A policy memorandum summarizes key recommendations for policymakers and administrators at the local, national, and EU levels to accelerate the energy transition and remove barriers to innovation.
The Institutional Ambassadors Program supports organizations in improving their internal capacities. It aims to promote long-term sustainability, communication, and the transfer of developed solutions to future users.
The Knowledge Community promotes exchange and learning about the energy transition, builds capacity among target groups, and increases acceptance of the project results.
Kick-off with strategy development
In fall 2025, the kick-off workshop with international partners from the Baltic Sea region took place in Hamburg. The consortium defined strategies for the successful work of the platform, including a series of workshops, dialogue with selected stakeholders and decision-makers, and activities for communication and dissemination of knowledge.
EnTRA started in July 2025 and will run until 2028. It is funded by the Interreg Baltic Sea Region Programme 2021-2027 and co-financed by the European Union (ERDF). EnTRA has the status of an “Operation of Strategic Importance” of the EU Interreg funding in the Baltic Sea region and thus makes a significant contribution to achieving the program's objectives.
Project managers
The project managers at HCU are Prof. Dr. Jörg Knieling, Lisa Sandtner, Mia Krohn, and Donald Alimi from the Institute of Urban Planning and Regional Development. Project partners are RTU (Riga Technical University), ZEBAU (Centre for Energy, Construction, Architecture and the Environment Hamburg), SGiPM (Association of Municipalities of Malopolska Region), Northern Dimension Partnership on Culture Secretariat, TREA (Tartu Regional Energy Agency), CEESEN (Central and Eastern European Sustainable Energy Network), NOVUM (European Grouping of Territorial Cooperation), Hanseatic Parliament, and UBC SCC (Union of the Baltic Cities Sustainable Cities Commission c/o City of Turku). Numerous associated partners are also involved.
