    Cross-Border Cyber Research

The Cyberagentur and the FFG agree in Vienna to closer cooperation on cybersecurity, key technologies, and research funding.

The Agentur für Innovation in der Cybersicherheit GmbH (Cyberagentur) and the Austrian Research Promotion Agency (FFG) signed a Memorandum of Understanding at the FFG Forum 2026. It establishes a framework for closer collaboration on cybersecurity and key technologies.

With this Memorandum of Understanding (MoU), the Cyberagentur and the FFG are establishing a common institutional foundation for their continued collaboration. An MoU sets forth the aims and guiding principles of a partnership. Through this agreement, both organizations aim to deepen their professional exchange, strengthen the networking of their research and innovation ecosystems, and identify common topics and areas of overlap in key technologies and the funding of cybersecurity research at an early stage.

“Cybersecurity and technological sovereignty do not stop at national borders,” says Bettina Bubnys, Commercial Managing Director of the Cyberagentur. “Germany and Austria have strong research and innovation ecosystems. Together with the FFG, we are linking these capabilities more systematically, thereby strengthening Europe’s ability to act independently in the area of strategic technologies.”

At the scientific level, the agreement aims to intensify the exchange of information on technological developments, research needs, and appropriate research funding instruments. The focus is on how disruptive and security-relevant research can be identified earlier, networked across borders, and harnessed for Europe’s long-term technological sovereignty.

“Disruptive research requires scientific excellence, but also exchange across institutional and national borders. The collaboration with the FFG helps us identify relevant technological developments earlier, bring together complementary expertise, and develop new research questions with a European perspective,” explains Prof. Dr. Christian Hummert, Scientific Director at the Cyberagentur.

The FFG is Austria’s national agency for industry-oriented research and development. It links national programs with European and international activities, supports companies and research institutions, and serves, among other things, as the national contact point for Horizon Europe. The agency is owned by the Republic of Austria.

The signing took place as part of the side event “Cybersecurity in Europe: A Key Issue for Research, Innovation, and Societal Resilience” at the FFG Forum 2026 in the Libelle at the MuseumsQuartier Vienna. The event format focuses on current threats, new technologies, and the importance of international cooperation for Europe’s digital resilience. The FFG Forum itself will be dedicated in 2026 to the commercialization of key technologies and their ecosystems.

    Background: Cyberagentur

The Agentur für Innovation in der Cybersicherheit GmbH (Cyberagentur) was founded in 2020 by the German Federal Government as a wholly owned in-house entity of the German Federal Government under the joint leadership of the German Federal Ministry of Defence and the German Ministry of the Interior, with the aim of adopting an application-strategy-oriented and interagency perspective on internal and external security in the field of cybersecurity. Against this backdrop, the Cyberagentur’s work is primarily aimed at the institutionalized implementation of highly innovative projects that carry a high risk with regard to achieving their objectives but, at the same time, have the potential to be highly disruptive if successful.

The Cyberagentur is an integral part of the National Security Strategy of the Federal Republic of Germany.

The Cyberagentur is led by Prof. Dr. Christian Hummert as Scientific Director and Bettina Bubnys as Commercial Director.
