Climate-neutral industrial park in Taicang serves as a blueprint

Juliane Segedi Presse- und Öffentlichkeitsarbeit
Fraunhofer-Institut für Arbeitswirtschaft und Organisation IAO

An industrial park is set to become climate-neutral in the very near future: That is the goal for the Taicang High-Tech Zone in China, a key location for more than 560 German SMEs. This success depends not only new technologies, but also on close cooperation between all stakeholders including government, businesses, energy providers and research institutions. As a member of a newly established German-Chinese expert panel, Fraunhofer IAO is contributing its expertise from European zero-carbon and smart-city projects to the development of the Zero-Carbon Park in Taicang.

China aims to demonstrate how industrial and commercial parks can be transformed into zero-carbon parks—that is, industrial parks with an ambitious pathway towards climate neutrality. The Taicang High-Tech Zone in the Chinese province of Jiangsu is committed to becoming a certified climate-neutral industrial park and subsequently to serving as a blueprint for additional parks. To this end, German and Chinese partners are developing a zero-carbon roadmap covering the optimisation of the energy system, the circular economy, capacity-building for local businesses and green financing. As a concrete outcome of Chancellor Merz's visit to China in February of 2026, the project “Sino-German Taicang High-Tech Zone Zero-Carbon Park Construction Cooperation” has drawn significant attention in expert circles. It is being implemented by the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ)on behalf of the Taicang High-Tech Zone administration. A newly established German-Chinese expert panel is providing technical support for the project. It advises on decisions, evaluates interim results and facilitates the exchange of experience between the two countries. Anna-Lena Klingler represents the Fraunhofer Institute for Industrial Engineering IAO on the panel. Her experience from projects and research on decentralized energy systems and decarbonization roadmaps is being incorporated into the evaluation of the roadmap and the establishment of a continuous monitoring system.
