The EU has granted EUR 100,000 for the Jean-Monnet Centre of Excellence “European Integration – Rule of Law and Enforcement”, a project coordinated by legal researchers at the University of Augsburg.
Augsburg/ThM/KPP – The financial crisis, the refugee crisis, Grexit and Brexit, TTIP and CETA – apart from being current political issues, all of these headlines – still – raise the more profound question as to the significance of the principle of the rule of law and legal enforcement in the scope of modern European law. Answers to this question should be found within the next three years, as legal academics from Germany, Italy, France and China work together at the Jean-Monnet Centre of Excellence “European Integration – Rule of Law and Enforcement (INspiRE)” for which the EU has granted EUR 100,000.
The Jean-Monnet Centre of Excellence “European Integration – Rule of Law and Enforcement” (INspiRE), which is coordinated by the University of Augsburg, is one of only 3 legal centres of excellence to receive a grant for the first time from the EU this year. Over the course of three years, the centre will be granted a total of EUR 100,000. The Jean-Monnet Centre of Excellence, made up of an international group of researchers, is based at the University of Augsburg and is directed by Prof. Dr. Thomas M.J. Möllers who also holds a Jean-Monnet Chair ad personam for civil law, economic law, European law, international law and comparative law. With a European-international approach, INspiRE researches on issues involving the rule of law and legal enforcement in the area of European law. “The financial crisis, the crisis in Greece and the refugee crisis for instance have all raised doubts as to the extent to which European law is still applied and adhered to”, explains Möllers whilst stressing the current relevance of the research project.
Based on Augsburg’s Research Focus
The renowned legal researchers at INspiRE are from universities in Germany, France, Italy and China. Apart from joint publications and conferences, the collaboration examines current issues such as TTIP or Brexit which will be discussed in a wider public forum. The cooperation with the Bavarian Ministry of Justice and the Munich Bar Association helps to link the project to politics and practice. Further important foundations for the research at INspiRE are the expertise of the Center for European Studies (CELOS) and the Research Center of Innovation and Legal Studies between China and Europe (RICE) – which are both institutions at the Law Faculty of the University of Augsburg – as well as the database “CAPLAW” (www.kapitalmarktrecht-im-internet.eu) which is also administered in Augsburg.
High Academic Hurdles
Jean-Monnet Centres of Excellence focus on the expertise and competences of renowned experts in research areas that are highly relevant from a European perspective. Their aim is to develop synergies between the different disciplines in the area of EU studies and the creation and advancement of joint transnational activities. The academic hurdles for the funding of such centres of excellence are challenging: In Germany only two applications were successful, one of which was to continue an existing centre. The other concerned the Augsburg project which is newly founded this year.
Recognised International Experts on European Law from Germany, Italy, France and China
INspiRE director Möllers has already vastly published on legal enforcement. Prof. Dr. Ferdinand Wollenschläger and Prof. Dr. Wolfgang Wurmnest, who have supported the application at the Law Faculty of the University of Augsburg, are renowned experts on European economic law and European state aid law respectively. Prof. Dr. Beate Gsell from the LMU Munich is a distinguished expert on European consumer law. Prof. Dr. Enrico Camilleri is a specialist on European consumer and European antitrust law at the University of Palermo, while Prof. Dr. Frédérique Ferrand from Lyon is known for her research on European and international civil procedure law. The seventh member of INspiRE, Prof. Dr. Zhang Tong from the China University of Political Science and Law (CUPL) in Beijing, holds a Jean-Monnet Chair for European law.
