As part of the OTP II Project (Optical Tamper Protection for PRS Security Modules), the Fraunhofer Heinrich-Hertz-Institut (HHI) and its partners are developing an innovative sensory hull made of ultra-thin glass to protect critical terrestrial satellite communication systems. The project focuses specifically on enhancing the security and safeguarding receiver modules for the European satellite navigation system Galileo. Running from October 2024 to March 2026, the project is funded by the German Federal Ministry for Digital and Transport with a total of € 1.7 million, of which € 543,000 is allocated to Fraunhofer HHI.
Galileo is the world's first satellite navigation system under civilian control, providing precise positioning and timing services, which are essential for transportation, communication, and security sectors. Galileo ensures Europe’s technological independence and supports applications such as search-and-rescue missions.
Using Galileo requires specialized Public Regulated Service (PRS) receiver modules, which must employ the highest security technologies to ensure secure and stable operation even under challenging conditions or intentional signal interference.
Innovative protection technology for PRS Security Modules
In the preceding project OTP, Fraunhofer HHI and OHB Systems AG developed a photonic protection technology for continuous monitoring of mobile PRS security modules. This "Optical Tamper Protection" (OTP) system uses an optical sensor hull made of ultra-thin glass that surrounds sensitive electronic components within a secure location. Researchers demonstrated the real-time detection of damages, such as cracks, drilling, or even slight deformations, using optical signals.
New developments in OTP II
The current OTP II project aims to advance this technology with new partners. A key objective is the integration of a “Physical Unclonable Function” (PUF), which operates like a unique fingerprint based on a non-copyable physical characteristic. This enables cryptographically secure initialization from a powerless state, crucial for maintaining protection after power blackout or in energy-limited scenarios.
Another focus is the development of thermal 3D forming processes for sensory thin-glass films, enabling complete three-dimensional encapsulation of PRS security modules. Researchers are also optimizing sensor reliability and robustness to detect attack scenarios while minimizing false alarms.
Additional efforts include miniaturizing optical components, integrating them beneath the seal alongside the electronics, and evaluating cost-effective OTP components to make the technology more economical. The ultimate goal is to create a ready-to-use and affordable solution that provides secure access to essential infrastructure services for as many users as possible.
Diverse applications
The developed technology has potential applications in other critical systems of national, economic, or societal importance, such as cryptophones, smart meter gateways, locking systems, alarm systems, cash registers, and encrypted hard drives.
The project consortium is led by OHB System AG and includes Fraunhofer HHI, along with the Fraunhofer Institutes for Integrated Circuits (IIS), Production Technology (IPT), and Reliability and Microintegration (IZM).
