    A look at cybercrime beyond tomorrow

    IZT launches research into the future of cybercrime on behalf of Cyberagentur

    The signing of a contract between the Cyberagentur and the Institute for Future Studies and
    Technology Assessment (IZT) marks the beginning of a new chapter in the Future Cybercrime (zCK) research programme. The aim of the "Future Analysis" sub-programme is to develop scenarios for cybercrime from 2030 to 2040 and to identify options for action for society and security authorities.

    The digital world is changing rapidly – and with it the methods and strategies of cybercriminals. Technologies such as artificial intelligence, quantum computing, nanotechnology and brain-computer interfaces offer opportunities, but at the same time open up new areas of vulnerability. This development presents law enforcement agencies, security actors and society as a whole with the challenge of identifying future risks in good time and countering them effectively.

    The Cyberagentur's "Future Cybercrime" (zCK) research programme focuses on precisely these issues. With the agreement now signed, the Institute for Future Studies and Technology Assessment (IZT) will take over the implementation of the "Future Analysis" sub-programme. The aim is to develop plausible scenarios for the years 2030 and 2040 that take into account technological, cultural and structural conditions and derive concrete options for action for politicians, authorities and society.

    Dr. Nicole Hartlapp, programme manager for zCK, emphasizes on the conclusion of the contract: "Future research in the field of cybercrime is essential for developing proactive security strategies, identifying technological disruptions at an early stage and systematically highlighting potential social and infrastructural vulnerabilities."

    The IZT contributes its many years of expertise in foresight methods, technology assessment and participatory dialogue formats. Project lead Ingo Kollosche highlights: “We also want to break new ground here by specifically advancing current foresight methods and trying out new approaches.” The researchers combine technological analyses with social factors such as changing values, technology acceptance, competence, legal frameworks and subjective perceptions of security in the digital space. The results are made available not only in traditional publications, but also in innovative transfer formats, particularly to security authorities.

    For internal security, this means that law enforcement agencies gain early, well-founded insights into possible crime patterns and can develop preventive and reactive strategies. At the same time, the programme strengthens the vigilance and resilience of the digitally networked society against threats from the cyber and information space.

    On behalf of Cyberagentur, Scientific Director Prof. Dr. Hummert and Commercial Director Bettina Bubnys signed the symbolic document together with IZT Managing Directors Sabine Flores Tran and Dr. Roland Nolte. In doing so, they sealed a collaboration that is a central building block for the development of a cybervigilant society: “With this project, we aim to explore possible futures of our society, technological development paths, and new forms of cybercrime, while generating guidance knowledge for all relevant stakeholders.” The research programme will therefore be implemented in a forward-looking, evidence-based manner and in close cooperation with the relevant stakeholders.

    The Agentur für Innovation in der Cybersicherheit GmbH (Cyberagentur) was founded in 2020 as a wholly owned in-house company of the German Federal Government under the joint leadership of the German Federal Ministry of Defence and the German Federal Ministry of the Interior and Community with the aim of taking an application-strategy-oriented and cross-departmental view of internal and external security in the field of cybersecurity. Against this background, the work of the Cyberagentur is primarily aimed at the institutionalised implementation of highly innovative projects that are associated with a high risk in terms of achieving their objectives, but which at the same time have a very high potential for disruption if successful.

    The Cyberagentur is part of the Federal Republic of Germany's National Security Strategy.
