Navigation without satellites – security in quantum technology emergencies
Cyberagentur publishes call for proposals for the EloQa research programme
With the EloQa research programme, the Agentur für Innovation in der Cybersicherheit GmbH (Cyberagentur) aims to systematically investigate for the first time how vulnerable quantum-based navigation systems are to future electronic warfare. The call for proposals published today aims to produce robust risk analyses and protection options for GNSS-independent PNT technologies.
On 19 January 2026, the Cyberagentur published the call for tenders for the research programme "Protective measures for quantum technology against future electronic warfare – position, navigation, timing" (EloQa). The subject is a review study on quantum-based systems for positioning, navigation and timing (PNT) with a particular focus on their vulnerability to future electronic warfare.
The starting point for the research programme is a core security strategy problem: almost all of today's civil and military navigation systems operate in a GNSS-dependent environment. In so-called GNSS-denied environments – for example, due to interference, deception or failure of satellite-based systems – the availability of reliable navigation is no longer guaranteed.
Quantum-based PNT systems are considered a promising way out of this dependency. These include, in particular, inertial quantum sensors and quantum sensor methods for navigation based on the Earth's magnetic field or gravitational anomalies. The aim of these technologies is to render conventional electronic warfare ineffective and enable autonomous, robust navigation.
At the same time, there is a key gap in research: electronic warfare against quantum systems has hardly been investigated to date. While quantum-based PNT approaches are often considered inherently resilient, there is a lack of systematic analyses of possible attack vectors, interference and realistic countermeasures.
This is precisely where EloQa comes in. The proposed overview study aims to holistically evaluate quantum technology PNT approaches – including their technological maturity, their operational capability by 2040, their dependence on environmental factors, and potential attack and interference scenarios in the context of future electronic warfare. In addition, practicable protective measures and research needs are to be identified.
With EloQa, the Cyberagentur is creating a robust basis for aligning the development of quantum-based navigation systems with security objectives, correcting technological misconceptions at an early stage, and preparing robust GNSS-independent PNT capabilities for security-critical applications.
The tender has been published on the electronic procurement platform under reference number 352 CAN VV 2025 (https://www.evergabe-online.de/tenderdetails.html?4&id=830880). The deadline for submissions is 10 February 2026, 11:00 a.m. Interested research institutions and companies can now express their interest in participating. Participation is possible both individually and in a consortium.
