Greater gender equality in the appointment of professors

The HRK and CEWS look at equal opportunity measures in joint MAGiB project

English translation of the HRK press release dated 20 October 2026.

The new project “Monitoring and Analysis of Equal Opportunity Measures in the Context of Appointment Procedures” (MAGiB), which is jointly run by the German Rectors’ Conference and the Center for Gender Relations in Academia (CEWS), aims to promote greater gender equality in the appointment of professors at German universities.

During the winter semester, the monitoring and analysis project, which began in July, will enter its intensive data-collection phase in order to systematically examine the current status of equal opportunity measures at universities.

Although numerous equal opportunity measures have been implemented in appointment procedures for many years, it has not yet been sufficiently clarified which measures are particularly effective, where there is still an urgent need for action, and which factors determine success or failure in recruiting female professors. MAGiB therefore aims to identify the scope of gender-equitable appointments as well as potential success factors and obstacles and, building on this, to develop specific recommendations for action to ensure gender-equitable appointment management. The findings and recommendations will be made available to the higher education sector to support its ongoing work on gender equality.

Prof Dr Angela Ittel, HRK Vice-President for International Affairs, Equal Opportunities and Diversity, welcomes the initiative and explains: “Through the MAGiB project, the HRK and CEWS will make a significant contribution to greater equality of opportunity at German universities. I look forward to the empirical findings and recommendations as well as the discussion surrounding them. If we know what equality measures are in place, where they come into play and what barriers still need to be overcome, we can tackle the necessary structural changes in a targeted manner. The MAGiB project is therefore of strategic importance to the entire higher education sector.”

Ittel regards the GWK Gender Equality Monitor for Science and Research published today as a clear source of encouragement and a boost for MAGiB. “The report shows that the measures already taken in relation to appointments at universities are having an effect. We are delighted that the Joint Science Conference has explicitly referred to the Professorinnenprogramm 2030’ (Programme for Women Professors) launched by the federal and state governments and also to the HRK’s voluntary commitment to greater gender equality in appointments. There is still a great deal to be done, but German universities have set out on the path towards equality. With MAGiB, we will be able to support them in this endeavour in an even more targeted way.”

    Background
The project Monitoring and Analysis of Equal Opportunity Measures in the Context of Appointment Procedures (MAGiB) has been funded by the Federal Ministry of Research, Technology and Space since 1 July 2026 and will run until 30 September 2027. The HRK’s network and research partner is the Center for Gender Relations in Academia (CEWS) at GESIS – Leibniz Institute for the Social Science.
