Claus Kress appointed as Special Adviser to the Prosecutor of the International Criminal Court

    Cologne legal scholar Claus Kress has been appointed as Special Adviser for the Crime of Aggression by the Prosecutor of the International Criminal Court (ICC), Karim A.A. Khan, QC / The Prosecutor announced the appointment today

    Professor Claus Kress has been appointed as Special Adviser to the Prosecutor of the International Criminal Court (ICC), Mr Karim A.A. Khan, QC. Kress’ portfolio on the Crime of Aggression has been newly created at this occasion. Kress will be part of a group of 17 international experts, as the Prosecutor announced today. Professor Kress expressed his thanks to Mr. Khan, stressing the significance of the new portfolio:
    “I wish to thank Prosecutor Khan for the trust he has bestowed on me. It will be an honour to serve him and the excellent people in his office. The crime of aggression occupies an important place in the history of international criminal law and international criminal justice. Recently, the ICC’s jurisdiction over this crime has been activated. This constitutes a significant development in international criminal justice and the creation of the new portfolio comes in reflection thereof.”
    Claus Kress is a Professor of Criminal Law and International Law. He holds the Chair for German and International Criminal Law at the University of Cologne and he directs the University’s Institute for International Peace and Security Law. Kress served, among other things, as a member of Germany’s Delegation to the 1998 Rome Diplomatic Conference for the Establishment of an International Criminal Court and as a War Crimes Expert for the Prosecutor General for East Timor in 2001. In 2003/2004, he was Head of the Drafting Board for the Regulations of the International Criminal Court. During the negotiations on the Crime of Aggression, he acted as sub-coordinator within the Special Working Group. In the course of the negotiations regarding that crime in 2010 in Kampala and in 2017 in New York, he served as an academic adviser to the German Delegation.
    In his announcement of the appointment of the 17 Special Advisers earlier today, Prosecutor Khan made the following statement:
    “I am delighted to welcome such an outstanding group of experts and I am grateful for their willingness to serve as my Special Advisers. I have no doubt that with their enormous experience and hugely impressive credentials, they will significantly contribute to the work of the Office and the cause of international criminal justice. I very much look forward to working with and learning from them.”
